Independent Engineering

MKE has extensive experience serving as the Independent Engineer for Renewable and Clean Energy as well as other Infrastructure Projects including Waterpower, Co-generation, and Long-Term Care Facilities. MKE and its staff have completed Independent Engineering reviews for over 75 facilities for a variety of financial transactions and regulatory agencies, including Infrastructure Ontario.

Independent Engineering Due Diligence Reviews for Financing, Acquisitions, and Sales:

MKE has served as the Independent Engineer for a variety of financial transactions on behalf of Lenders, Agents, Income Fund Managers, Infrastructure Ontario and Private Firms.

The scope of these reviews include:

  • Design layout review
  • Energy production and revenue forecasting
  • Audit of status of environmental and other permitting and approvals
  • Project cost estimate reviews
  • Construction and project contingency reviews and recommendations
  • Reserve fund analyses – major maintenance, and energy/hydrology reserves
  • Technical review of key commercial contracts
  • Operating budget review
  • Construction Audits and associated financial Draw Certificates
  • Annual operation audits
  • Preparation of Memorandum of Offering for sale of Facility

Independent Engineering for Government and Regulatory Agencies:

MKE has served as the Independent Engineer to fulfill government and regulatory agency requirements with respect to contracts, proposals, licences and approvals such as:

  • Ontario’s Independent Electricity System Operator (IESO) – various requirements
  • British Columbia’s Ministry of Forests, Lands & Natural Resource Operations (FLNRO) – Conditional Water Licence

The scope of this work includes a review and assessment of the following :
